Application for Recruitment Program of Global Experts

“Thousand Talent Program”

1.   Eligibility

The applicant must not display records of criminal/moral offense as well as any form of academic dishonesty. In addition, the applicant must satisfy the following criteria:

 

1.1 Long Term Project Applicant

According to CPC Central Committee Recruit Administration of High Level Talents from Overseas (Issued [2008], No. 28) high level recruits should generally:

 

·     Have gained Ph.D. from abroad

·     Does not exceed 55 years of age

·     Have served as professor or equivalent at world famous universities, research institutions, enterprise, or financial institutions.

·     Possess world leading research ability in the fields of natural science, engineering, finance, management and etc.

·     Have published academic papers of significant impact in recognized journals, or received international respected awards, or possess core technology in the field of science and engineering within the past five years.

 

Please indicate reason for any exemptions related to age, qualifications, and other detail from the criteria above.

 

1.2 Short Term Project Applicant

According to Administration of Short Term Application for “Thousand Talent Program” the applicant must fulfill the following criteria:

 

(1) Applicants for short-term projects must hold leading positions in the fields considered to be national priority, including science, technology, and industrial development. Satisfy the requirements as indicated in Recruit Administration of High Level Talents from Overseas. (Refer to details for 1.1)

 

(2) Have fixed workplace contract in China, with determined objectives, whilst showing ability to contribute.

(3) Must have collaborated with the intended department for a period of 3 years minimum. The applicant must also spend no less than 2 month annually working in China, with clear indication regarding the ownership of intellectual property gained during that time.

 

2. Application Procedure

 

Application documentation should be submitted through Tianjin University, to the Human Resources Department of the Ministry of Education.

 

Faculties should forward recommendation to Tianjin University following earlier rounds of advertising and interview for the position concerned.

 

Following approval from the University, the application will then be submitted to the Ministry of Education for processing. 

 

The assessing panel from the Ministry of Education will review the application, then forward comments to the Committee for further assessment.

 

The Committee will consult with relevant departments before forwarding comments to the Decision Panel for final approval.

 

 

3. Documentation Required

 

The application (either hardcopy or electronic) should include the following documents:

4. Funding

The Chinese Government will provide allowances of RMB 1 000 000 and RMB 500 000 for introduced talents of long term and short term contracts respectively. In addition, the government will also provide assistance with visa application, medical expenses, and insurance in accordance to the personal needs of each selected candidate.

 

 


Application for Recruitment Program of Global Experts

“Young Talent Program”

  1. Eligibility

The applicant must not display records of criminal/moral offense as well as any form of academic dishonesty. In addition, the applicant must satisfy the following criteria:

 

·     Specialize in the field of natural science or engineering technology and not exceed 40 years of age. Obtained PhD from well-respected institutions with at least 3 years of research experience overseas or obtained PhD from well-respected institutions in China with at least 5 years of research experience overseas. Having held official academic or research positions at world famous institutions prior to application. Should be outstanding with potential to become the leading force in his or her field of expertise.

 

·     Graduates with excellent research results during their study as well as other applicants with exceptional academic record may be granted exceptions to the criteria. 

 

·     The applicant and the potential employer should agree to a proposed contract prior to employment. Following successful application, the applicant shall arrive to work full time.Applicants wishing to collaborate in groups headed by academy members/thousand talent professors should indicate clearly in their application.

 

 

2. Application Procedure

Application platform is jointly established by: The Ministry of Education, The Department of Science and Technology, The Department of Human Resources and Social Security, Chinese Academy of Science, Chinese Academy of Engineering, and The Natural Science Funding Committee.

 

The application will be reviewed under the guidance of Overseas Recruitment Office in accordance to the following steps:

 

1.   The application will be submitted to the platform following initial agreement between the applicant and the employer.

 

 

2.   The Platform will organize panels comprising of experts in the related field. Following assessment, the panel will propose approved applications to the assessing committee. The list of selected candidates will be finalized and published. Research allowances will vary depending on discipline and the capability of the individual, ranging between RMB 1-3 million.

 

3.   Reasonable grievances regarding the decisions made will be considered. If deemed necessary, the recruitment office will create a panel to reassess the application.

 

4.   Final approval of application.

 

 

3. Documentation Required

4. Funding

·     The Chinese government will offer selected candidates one-time payment of RMB 500 000 as allowance.

 

·     The Government, in accordance to approved application numbers and national standards, will provide additional research allowance. The payment will be delivered based on the research progress and outcome generated by the talent.

 

·     Other working conditions and living allowances will be similar to that allocated to the “Thousand Talent Program”, subjected to conditions.

 

 


 Notice regarding application for Tianjin “Thousand Talent Program”

  1. Eligibility

The applicant must not display records of criminal/moral offense as well as any form of academic dishonesty in accordance with Implementation of Tianjin High Level Personnel Recruit (Tianjin Party [2009] 7) and other interim measures.

 

The applicant must have held positions of associate professor or higher at respected universities overseas. In addition, he/she should have obtained PhD from abroad, not exceed 55 years of age, and satisfy the following criteria:

 

1. Possess world leading research ability and have published academic papers of significant impact

 

2.Mastered cutting edge experimental technique or key technologies in engineering construction.

 

3. Able to effectively work in a team whilst demonstrating outstanding leadership.

 

4. Work in China for at least 3 years, minimum of 9 months annually. If the condition cannot be satisfied, reason and proposed alternative must be specified.

 

5. Sign intent contract with employer.

  1. Application Procedure

Tianjin University will submit application to Tianjin Government via Tianjin Education Commission in accordance to the following steps:

1. Faculties of Tianjin University will be responsible for seeking suitable candidates for the program as well as arranging initial agreement with the candidate. Following this, Tianjin University will submit application to Tianjin Education Commission.

 

2. Tianjin Education Commission will select a panel of experts to assess the application. It is the Panel’s responsibility to recommend suitable candidates to the Tianjin Talent Personnel Office.

 

 

3. Tianjin Talent Personnel Office will review the validity of each application. Candidates found to be ineligible or guilty of providing misleading information will have their application cancelled. Following the review of application, eligible applications will be forwarded to Tianjin Talent Personnel Panel for final assessment.

 

4. Based on the outcome of assessment, a list of selected candidatesfor the “thousand-talent program” will be announced.

3. Documentation Required

 

The application should include both personal documentations (either hardcopy or electronic) as well as department assessment documentations (hardcopy).

 

 

Personal Documents Include:

1. Form of Talent Recruitment for Key Disciplines or Form of Talent Recruitment for Key Laboratories (if any exceptions apply in relation to age, qualifications and etc…, please provide adequate reason.)
